About Community Network for Manchester:
Community Network for Manchester is an organisation that brings together a range of networks and pools. Networks are made up of a number of voluntary and community groups and they are concerned with either a geographical area or community of interest. Some networks also provide an additional strategic function that engages with statutory agencies.
• We are here to give the voluntary and community sector in Manchester the opportunity to have a strong and collective voice on the issues that matter to them.
• We build links between our networks, the wider voluntary community sector and statutory agencies to increase our potential to influence decisions across Manchester.
• We provide spaces and opportunities for networking, sharing ideas, knowledge and good practice.

1.0 Network News
1.1 Community Network for Manchester (CN4M) Annual General Meeting - Tuesday 7th October 2008. CN4M's Annual General Meeting will take place on Tuesday 7th October at Cross Street Chapel (Cross Street, Manchester, M2 1NL). The meeting will begin at 6:00pm, and refreshments will be available from 5:30pm.

1.2 Community Network for Manchester Strategy Group Meeting - Tuesday 7th October 2008.
Immediately following the AGM there will be a single item Strategy Group meeting.
This will be the reporting back to Strategy Group from the Task Group, looking at the development of our Strategic Plan.
The paperwork will be available, as is customary, two weeks before the meeting: Tuesday 23rd September.

1.3 The CN4M bulletin is changing! There will be no CN4M bulletin next week (Friday 26th September). We will soon be unveiling our brand-new bulletin and website! From Friday 3rd October the CN4M bulletin will be generated automatically from our website using the information you upload (information on how you can do this will be available on the website). Our new-look website will be launched at our 'Celebrating Success' event on Friday 26th September. During the switch-over period no e-bulletin will be distributed, but new information will still be added to the CN4M website: www.cn4m.net

2.0 Training
2.1 DAST and Lifeline basic drug and alcohol awareness training. Manchester Drug & Alcohol Strategy Team and Lifeline Project Ltd are offering basic drug and alcohol awareness training, from October 2008 to February 2009.
Sessions are free and it is expected that there will be a big demand for places, so please book as soon as possible. To allot places, the organisers will be discriminating in favour of community and smaller voluntary organisations in contact with the public, which do not specialise in substance misuse but need to know about it, though all enquiries are welcomed. 2.2 Volunteering and Ex-offenders Workshop - NEARIS. Work with volunteers? Interested in improving access to volunteering? Working to support ex-offenders to move forwards?
Date: Thursday 30th October 2008

This free one day workshop is a chance to discuss these issues with other practitioners. Local charity NEARIS has been conducting research into the volunteering journey of ex-offenders in Greater Manchester and you will hear some of the volunteer stories on the day. 2.3 Children in Need Funding Workshop.
Designed to increase the success rate of groups applying to BBC Children in Need for funding, this workshop will focus on project planning, defining disadvantage, involving young people, defining outcomes and creative monitoring. The session is free and is run by Children in Need staff.

Hosted by Black Arts Alliance's 'Players' Cultural Leadership Network in association with CLP and Powerbrokers, three major Cultural Activists share their experience on how to prevent being career-gagged.

3.4 Greening the Urban Environment Workshop. A workshop of particular interest for anyone in a town or city who wants to improve their environment and make it a better place to live and work in. To be followed by Annual General Meeting of Manchester district group of Campaign to Protect Rural England, ends at 4.30pm. 3.5 GMCVO (Greater Manchester Centre for Voluntary Organisation) - Annual General Meeting.

This is a special FREE event for volunteers and workers from Greater Manchester's community hubs. A hub is a place of neighbourhood activity - it could be community building, space, centre, facility or any other place run by a not-for-profit group. There will be a focus on ways to make sure your hub is accessible, welcoming and open to everyone in your community. AfSL is a grass-roots charity working with local schools, communities and businesses to achieve real and lasting change. They need enthusiastic and committed people who: enjoy working with children and young people; want comprehensive experience in the field of environmental education; are able to volunteer 4 hours a week for a minimum of 6 months.

4.3 Community Inspired Regeneration Awards. Recognising grassroots projects making a difference to their local area, and sponsored by Communities and Local Government for a third year running, these awards celebrate best practice in community inspired and led regeneration in urban and rural areas across the United Kingdom.

4.4 Community Awards 2008. Manchester City Council knows that there are lots of people working hard to improve life in our communities, and the Community Awards are a great way of recognising those local heroes, and the difference they make.
If you know of, or work with, someone who volunteers their time to make improvements to - or someone who makes a positive impact upon - the community, why not nominate them for The Community Awards 2008? You can nominate anyone who lives or works within Manchester city's boundaries, and it's easy to do. There are eight award categories in total. 4.5 Infrastructure support services questionnaire. Manchester City Council has produced a questionnaire to gather information about the infrastructure support services being used by Voluntary and Community Sector Organisations and identify where there may be gaps in provision. The information provided will be used to inform the next commissioning process to invite tenders for this work.

4.6 New addition to CN4M's Knowledgebank: Giving people a say in local spending - Participatory Budgeting, a national strategy.
This strategy sets out an overview of how the government will work towards the ambition for Participatory Budgeting to be used in every local authority area by 2012.

4.7 Current Consultations:
Community Empowerment Fund Consultation. Proposals for a £7.5 million Empowerment Fund to provide funding to national third sector organisations that support local communities have been published. Announced as part of the white paper, Communities in control: real people, real power, the Fund replaces the Strategic Partners Fund which was withdrawn last year.
The Empowerment Fund is part of the wider framework for a stronger partnership between Government and the third sector set out in the Third Sector Review last year and in the 2006 Strong and Prosperous Communities white paper. Transport Innovation Fund/Congestion Charge survey. GMCVO's Transport Resource Unit is still canvassing VCS opinions on the Transport Innovation Fund proposals (improvements in public transport paid for in part by a limited congestion charge).

Local Transport Bill - Consultation on bus partnership guidance and regulations. The Department for Transport is seeking input on: Local Transport Bill - Consultation on bus partnership guidance and regulations.
The Local Transport Bill includes measures to promote more effective partnership working between local authorities and bus operators, including through voluntary partnership agreements and quality partnership schemes. The Department has published a consultation on the draft Guidance which it is proposing to issue, and drafts of Regulations which it is proposing to make, assuming the Bill receives Royal Assent.

2.1 DAST and Lifeline basic drug and alcohol awareness training. Manchester Drug & Alcohol Strategy Team and Lifeline Project Ltd are offering basic drug and alcohol awareness training, from October 2008 to February 2009.
Sessions are free and it is expected that there will be a big demand for places, so please book as soon as possible. 2.2 Volunteering and Ex-offenders Workshop - NEARIS. Work with volunteers? Interested in improving access to volunteering? Working to support ex-offenders to move forwards?

4.4 Community Awards 2008. Manchester City Council knows that there are lots of people working hard to improve life in our communities, and the Community Awards are a great way of recognising those local heroes, and the difference they make.

Community Empowerment Fund Consultation. Proposals for a £7.5 million Empowerment Fund to provide funding to national third sector organisations that support local communities have been published. 3.7 Manchester Full of Life Festival. The country's biggest celebration of older people is back bigger than ever! A must for your diaries, the free festival will run for a full two weeks (from 29th September 2008 until 10th October 2008, at various venues across the city).
Back by popular demand, the Big Event at Manchester Town Hall will take place on Tuesday 30th September.

4.1 Community Awards 2008. Manchester City Council knows that there are lots of people working hard to improve life in our communities, and the Community Awards are a great way of recognising those local heroes, and the difference they make.

The Local Transport Bill includes measures to promote more effective partnership working between local authorities and bus operators, including through voluntary partnership agreements and quality partnership schemes. Local Transport Bill - Consultation on bus partnership guidance and regulations. The Department for Transport is seeking input on: Local Transport Bill - Consultation on bus partnership guidance and regulations.
The Local Transport Bill includes measures to promote more effective partnership working between local authorities and bus operators, including through voluntary partnership agreements and quality partnership schemes. 1.1 Please note - CN4M Annual General Meeting postponed until Tuesday the 7th October 2008. The Executive Group have made a decision to postpone the Annual General Meeting, originally proposed for the 23rd September, for two weeks. It will now take place on Tuesday the 7th October 2008. The venue, timings and paperwork will be circulated on Tuesday the 16th September.
The Executive Group wish to apologise for any inconvenience caused by changing the date but there are a number of issues that have come to light which make the delay appropriate operationally. The need to do further work on the Memorandum and Articles of Association for approval at the meeting being the main one.

3.1 NCVO Event at Labour Party Conference. NCVO's Party Conference Bursary scheme for 2008 allows smaller voluntary and community sector organisations to attend the party conferences and have their voices heard at a national level. This discussion is a real chance for you to have your say, to raise key issues of importance to your organisation and to talk about your work and how politicians can support you.

3.4 Third Manchester Kurdish Film Festival - 20th - 24th September 2008. The Manchester Kurdish Film Festival, previously known as Zamawhand, returns in September for five intensive days of screenings, seminars, and special events.

4.1 Platform2 - volunteering opportunity for 18-25 year olds. Platform2 is a new initiative that allows people without life savings or rich parents to experience life in new cultures by volunteering abroad. Platform2 are sending 2,500 young people all over the world, from Ghana to India and Peru, to work on community and education projects. They will be documenting their trip in loads of different ways - film, photography, music, dance - and they will show their work at events around the UK when they get back. All of the work is locally operated and supervised, and sustainable, and the scheme is fully-funded by the Department for International Development and run by Christian Aid, Islamic Relief and BUNAC. NCVO's Party Conference Bursary scheme for 2008 allows smaller voluntary and community sector organisations to attend the party conferences and have their voices heard at a national level. As part of this scheme, a roundtable discussion has been organised with Phil Hope MP (Minister for the Third Sector). This discussion is a real chance for you to have your say, to raise key issues of importance to your organisation and to talk about your work and how politicians can support you.

3.4 Third Manchester Kurdish Film Festival - 20th - 24th September 2008. The Manchester Kurdish Film Festival, previously known as Zamawhand, returns in September for five intensive days of screenings, seminars, and special events.

4.1 Platform2 - volunteering opportunity for 18-25 year olds. Platform2 is a new initiative that allows people without life savings or rich parents to experience life in new cultures by volunteering abroad. Platform2 are sending 2,500 young people all over the world, from Ghana to India and Peru, to work on community and education projects. They will be documenting their trip in loads of different ways - film, photography, music, dance - and they will show their work at events around the UK when they get back. All of the work is locally operated and supervised, and sustainable, and the scheme is fully-funded by the Department for International Development and run by Christian Aid, Islamic Relief and BUNAC. 4.2 Manchester LINk Governance Framework Consultation. The Manchester LINk is a network of local people, organisations and groups who want to improve health and social care services in the city of Manchester. The Chartered Institute of Housing, in partnership with Communities and Local Government, have launched an E-forum where you can debate the challenges facing rented housing and what reforms you feel should be undertaken to address them. The forum will help feed into and shape proposals to be put forward in a housing reform green paper to be published later in the year.

2.3 Volunteers and the Law - Free seminar. Volunteering Manchester, in partnership with the Manchester Institute of Sport & Physical Activity (MISPA), has organised a second free seminar for organisations working with volunteers. 'Volunteers and the Law' will be held in a Central Manchester venue on Friday 19th September 2008 (from 9.45am-4pm). 2.4 Digitall - Volunteering, Mentoring and Free Training. Digitall is a volunteering project that matches young people with those aged 45 and over who want help to get started using digital technology. 3.1 Booth Centre Open Day. This is an opportunity for workers from other agencies to find out more about the Booth Centre, it's aims, activities and how homeless people can benefit from the service. It would be particularly useful for people who have not visited the Centre before and new workers.

Manchester City Council has produced a questionnaire to gather information about the infrastructure support services being used by Voluntary and Community Sector Organisations and identify where there may be gaps in provision. 1. Local Transport Bill - Consultation on bus partnership guidance and regulations. The Department for Transport is seeking input on: Local Transport Bill - Consultation on bus partnership guidance and regulations.
The Local Transport Bill includes measures to promote more effective partnership working between local authorities and bus operators, including through voluntary partnership agreements and quality partnership schemes. The Department has published a consultation on the draft Guidance which it is proposing to issue, and drafts of Regulations which it is proposing to make, assuming the Bill receives Royal Assent.

2. Housing Reform Green Paper - E-Forum. The Chartered Institute of Housing, in partnership with Communities and Local Government, have launched an E-forum where you can debate the challenges facing rented housing and what reforms you feel should be undertaken to address them. The forum will help feed into and shape proposals to be put forward in a housing reform green paper to be published later in the year.
The Forum can be accessed at: http://housingreform.cih.co.uk/. Over the coming months the forum will begin to launch separate discussions on specific policy issues in the run up to the Housing Reform Green Paper.
3. Time to Train Consultation. The Department for Innovation, Universities and Skills is consulting on a new statutory right allowing employees to request time off for training that would benefit them and the employer.
The consultation seeks views on proposals to give employees in England a right to a serious conversation with their employer about their skills development. This new right would help encourage and support adults to develop their skills and rise as far as their talent will take them.

Manchester Refugee Support Network (MRSN) is a small dynamic charity based in Moss Side, working with refugees and asylum seekers across Greater Manchester. They are looking for an enthusiastic new Resources Development Worker.
An excellent organiser, your role will be to run the finance, office systems and general administration of MRSN, and to support refugee community organisations to develop their core infrastructure. This is a hands-on role in a busy office, which will range from managing admin and finance volunteers to supporting the delivery of programme work.
With 1 year's experience in a similar post (either in a voluntary or paid capacity), you will have a background in administration and budget management, excellent IT skills and experience of working cooperatively as part of a team.
